This example has scrolling text with somewhat turbulent "glowy" noise, looks a bit like smoke:
http://cinelerra.org/examples/smoky_noise_text.ogg I started out with a grayscale image with noise generated in Gimp: http://cinelerra.org/examples/gray_noise_512x288.tif To make noise that changes like snow on a television I used the threshold effect with keyframes: By moving the threshold constantly, I get chaotic salt and pepper noise from the smooth grayscale noise. Then I apply blur, to smooth out the salt and pepper noise a bit. On the blur effects used on the text tracks I did not enabling blurring of all three primary colours. This adds some tint and coloured fringing that I find quite appealing.
