This could be a start... a bit like dvswitch ==> http://dvswitch.alioth.debian.org/wiki
... and the "live video/audio" effects.

The problems I see:
- You will need the different sources simultaneously to see each camera output but Cinelerra is only able to open one viewer at a time.
- How to insert a transition between two tracks?
- How to play audio source B with video source A?
- How to render the work while you are editing?

Other problems could be:
- How to add effect(s)?
- How to look the result of an effect before adding it?
- How to make picture in picture?
- How to insert external video (non live video) or a part of it?
- How to play several audio sources at the same time and mix them?

I never tried it but ... could a VJ software be an alternative? ==> http://www.veejayhq.net
