These used to be set by jpeg-6b, but not anymore by jpeg-7, 8 or 8a
jpeg_decompress.do_fancy_upsampling = FALSE;
jpeg_compress.do_fancy_downsampling = FALSE;
So set them ourself.
The patch applies to cinelerra-cv git from today.
