I'm glad I'm not the only one seeing this behavior. And yes, if you attach the effect to an audio track, but disable it, Cin doesn't crash. Ah well. I'll file a bug for posterity's sake.
As a workaround, I just add some silence to the beginning of the section of audio I need to delay and then snip off the end of the audio that I pushed out by adding the silence.
