You can get a similar effect by arming and disarming tracks.  Arm the
audio and video you want to keep together, and then you can cut and paste
both audio and video and keep them together.  There's no automatic way of
saying that a particular audio track always goes with a particular video
track.

Selections in Cinelerra cover a range of time and all armed tracks - not
particular tracks unique to the selection.  So it isn't possible to select
just parts of some tracks out of a larger set of tracks that are all
armed.  However, you can achieve a very similar effect by arming and
disarming tracks.

If you want to move tracks up and down, arm the ones that will be moved
and use the "move tracks up/down" commands on the menus.  Moving tracks
from side to side would be meaningless, because all tracks cover all time.
If you want to move all the stuff in one track (not the track itself) onto
another track, then arm the track you're moving FROM, select and cut the
stuff, arm the track you're moving TO, and paste.

It may help if you think of the tracks as being like real tracks on a
multitrack tape recorder.  Moving the tracks isn't possible (what are you
going to do, cut and splice the tape LENGTHWISE?) but you can move stuff
between tracks.
