Gordan, I haven't tried this exactly, but you may want to look at the "mask" feature of Cinelerra. Conceptually, it would seem like you could have two (or more) video tracks in your project, with each one masked out where the other(s) need to show through. Panning and zooming, to show the portion of the picture you want, can be done through the "camera" and "projector" mechanism in the Compositor window. You can also right-click on each track in the project window and select "resize" from there, which will re-size the entire track.
