If I am not mistaking, CMD+(numbers) is already allocated to switch to another tab (or 9 for the last tab).
I do not know about the rest, but there is no "E-Mail page\URL" option in Chrome, so there is no need for a shortcut for a non existing feature ;) You can, however, search the issue tracker <http://crbug.com> (bug\feature requests database) and star the applicable issue if it exists, or create one by yourself if it does not. There is, however, or will be, an extension that will do that. And you can hook the keyboard shortcuts yourself, if you know JavaScript and want to try modifying an extension (very easy).
