Yes, actually it is already implemented. You have to actually use two fingers to scroll. I am not a developer of this OS. I found this feature to be very laggy(I have a 2.66 GHz Macbook Pro, I am running Google Chromium on VirtualBox virtualization software with 1 GB of ram dedicated to the OS.)
