I'm running into issues when I'm developing on http://localhost/, often if I make minor changes and reload (or force reload 'Crtl-f5') the scripts and page don't reload fully. I often have to force the reload several times or use another browser.
I looked through the bugs a little, but didn't find any issues similar to blocking domains from being cached.
