It has been looked at and its WebKit's problem, they are not rendering the
optgroup select tag appropriately for RTL. Since Chromium uses Webkit they
upstreamed the bug here:
https://bugs.webkit.org/show_bug.cgi?id=26335

Maybe giving votes to webkit will give them attention.
