A better resource to point those who are interested in joining the Dev
channel (or any other channel) is:

It explains what the channels are, what the risks are and is the place to go
to find the most up-to-date instructions on how to join each channel. This
link you posted below will quickly become outdated and doesn't explain what
the channel is about.
