Chrome has half of that functionality already.  You can save the open
tabs when closing the browser (to be automatically opened again when
restarting the browser) by selecting:  Wrench menu > Options > Basics
> On startup: Restore the pages that were open last

Also, I would support a prompt/popup that appears when closing, if
such a popup also provides the option "never ask on shutdown"
