[Dan Smith <dsm...@danplanet.com>] Fix tuning_step on TH-D72
This fixes chirp #10088 and revert the "fix" from chirp #1611.
The latter figured these were meaningless bits that changed based on
the band, but they're actually a tuning_step index (transmit and
receive). I think the problem with distorted audio is the radio
being off frequency slightly when the tuning step doesn't match what
is needed for the frequency.
