Done. The separate function is removed; a new `ConstantExprKind::Initializer`
makes `EvaluateAsConstantExpr` fold through undefined behavior like
`isConstantInitializer` did, and the bytecode `Context::evaluate` now uses its
`Kind` to keep the initialized object alive.
