Subject: [PATCH] [clang-tidy][cppcoreguidelines-missing-std-forward] Fix false
 positive for constrained template parameters

A type-constrained parameter (e.g., `std::derived_from<A> Self`) is not a
forwarding reference. Check `hasTypeConstraint()` before treating `T&&` as one.
