We should also probably check that the vector element type is unsigned 32-bit 
integer. The requirement of size 2 or 4 is because the size must be a multiple 
of 64-bits. As written this looks like a `uint16_t2` would slip by without 
diagnostics even though there isn't enough data to perform a 64-bit add.
