test suite is being run with a version of C++ where your implementation of 
concat will be available. In order to do that, you would want to say

because the feature that you are implementing is only available in C++26. 

Let me know if that makes sense! I only know this information because I tripped 
over the same thing! It's confusing, so don't worry!
