Implementation seems fine, but this is still missing a release note (in `clang/docs/ReleaseNotes.rst`, probably somewhere in the ‘Potentially Breaking Changes’ section). CC @AaronBallman @cor3ntin Do we want to make this a warning that defaults to an error instead?
