The changes include:

1. Added an ARM::supportedExecuteOnly function to avoid the duplicated code.
2. Modified the `isExecuteOnlyTarget` function to only deal with the 
`-mexecute-only` option.
3. Added `SanitizerKind::KCFI` to the SanitizerMask of 
NotAllowedWithExecuteOnly.
