Oh, I noticed that g++ already does this:

  test.cpp:27:21: error: static assertion failed
     27 | static_assert(foo() < 4);
        |               ~~~~~~^~~
  test.cpp:27:21: note: the comparison reduces to ‘(10 < 4)’
