Currently if a lexically-valid UCN encodes an invalid codepoint, then we diagnose that, and then hit an assertion while trying to decode it. Since there isn't anything preventing us reaching this state, remove the assertion. expandUCNs("X\UAAAAAAAAY") will produce "XY".
