I think you also need to handle `PermuteOperands` field <https://github.com/llvm/llvm-project/blob/main/clang/include/clang/Basic/riscv_vector.td#L196>? `PermuteOperands` performs the order permutation for non-masked and masked intrinsics when the operand order is different to builtins.
