Reworked large chunks of this:

- Renamed ClangdTidyProvider->TidyProvider.
- Removed the obselete interface mirroring ClangTidyOptionsProvider, it wasn't 
needed.
- Incorporated the ThreadsafeFS inside the provider.
- Removed some unnecessary changes.
- Removed the internal caching of the ThreadsafeFileTidyProvider.
- Trimmed down inheritance hierarchy.
