efriedma added a comment. I'm not concerned about the performance implications of whatever approach we take here. In the worst case, an "icmp+zext" corresponds to two extra arithmetic instructions; that's not enough to matter. And I expect usually it'll get optimized away.
I'd prefer to avoid exposing our cleanup numbering to user code, if possible. The Microsoft documentation says it returns 0 or 1.
