I built both the gcc-13 release branch, as well as the gcc-13.2 release tarball using your exact configure options above and both completed with no errors for me. Did you modify your PATH so you're picking up alternate tools to build with or is there something you already installed in $HOME/tools/ that could be interfering with your build?
