An alternative that apparently works is sudo spctl developer-mode enable-terminal And then go to System Preferences -> Security & Privacy -> Privacy -> Developer Tools and then enable Terminal as a developer tool. Doing so also seems to exclude shells started via ssh from getting checked (at least the system's zsh).
