probably won't point out an issue with ATT, another ISP)

I don't think it is "traffic shaping" per se, some observers on Hacker News 
have suggested it is outright discrimination against Netflix IP addresses, 
because ATT wants to slow "video streaming".

This is a practice that back when I testified at the Harvard FCC hearing on 
Network Management we got the FCC to say was bad, when Comcast was caught 
selectively slowing traffic (by interacting TCP close packets using Sandvine 
DPI gear, because they had bufferbloat in their setup, and their management was 
clueless about why heavy users of BitTorrent had terrible experiences, and said 
it was piracy that caused the lag under load!)

Anyway, given the clueless idiots on the Starlink discussion, ATT might be 
thinking they can block Netflix...
