Last packages for ubuntu 16.04 are version 13.2.1-1xenial while last packages for ubuntu 18.04 are 13.2.1-1bionic
I recently upgraded from ubuntu 16 to 18 and the ceph packages stayed in xenial because alphabetically xenial > bionic.
