It seems that the packages "ceph-release-*.noarch.rpm" contain a ceph.repo pointing to the baseurl "http://ceph.com/rpm-hammer/rhel7/$basearch"; which does not exist. It should probably point to "http://ceph.com/rpm-hammer/el7/$basearch";.
