In short SMR HDDs seem to be a bad match for Ceph or any random I/O. If you have an existing cluster, why not compare the performance of your current HDDs to those and guestimate if those SMR drives can keep up. As always, Ceph is better with more, smaller HDDs, if you can afford that. If your issue is more one of density than cost, having journal SSDs and maybe a large caching controller in front of those SMR drives should help.
