Dan, Do you have /etc/ceph/ceph.client.admin.keyring, or is that in a local directory?
Ceph will be looking for it in the /etc/ceph directory by default. See if adding read permissions works, e.g., sudo chmod +r. You can also try sudo when executing ceph.
