It will attempt to fill them as fast as possible, however you can limit the
refill rate / number of disks being recovered with the following:

# ceph osd tell \* injectargs '--osd_backfill_scan_min 16
--osd_backfill_scan_max 32 --osd_recovery_op_priority 1'
# ceph osd tell \* injectargs '--osd_recovery_max_active 1'

This will allow all PG placements to be calculated across all the newly
added disks (when accompanied with my previous email), but only one disk be
filled at a time, and at a low priority.  This will minimize performance
impact overall.
