I ran into the same. Haven't resolved it yet, but the package is
available at: http://eu.ceph.com/debian-dumpling/pool/main/c/curl/
I think it's a weird thing to do this with a stable version like
Dumpling. You can't simply add a new dependency with a minor version
upgrade.
What's the reasoning behind this? I'm not sure.
