I believe that at the moment you'll only be able to have that flag set on a pool at creation time, if 'osd pool default flag hashpspool = true' on your conf.
Also found issue #5614 [1], which hasn't seen any work as far as I can tell, that would allow what you're after.
I may be wrong on this one, so if anyone else has knowledge of it being otherwise (or having been otherwise in the past), please speak up! :-)
