I will update the Cephx docs. The usage in those docs for restarting is for Debian/Ubuntu deployed with mkcephfs. If you are using Dumpling and deployed with ceph-deploy, you will need to use Upstart. See http://ceph.com/docs/master/rados/operations/operating/#running-ceph-with-upstart for details. If you are using Ceph on RHEL, CentOS, etc., use sysvinit.
