As from where in the documentation I found the passage, it is right over there: http://ceph.com/docs/master/start/quick-ceph-deploy/ - in the storage cluster quick start document. To change the question and expand a bit: are there SPOFs in ceph's design? How one can built a really robust ceph "cluster"?
