It only depends on what versions are available for the OS you move to
and from. As far as the service of ceph goes, it doesn't matter if you
do OS or ceph first and the other one second, so you check the
directories like
https://download.ceph.com/debian-octopus/dists/
and
https://download.ceph.com/debian-quincy/dists/
you can see which OS "versions" will have packages for you, but if you
are going to do both OS and ceph upgrades, any order will work in my
experience. Often one has to keep somewhat in step with the releases
of OS and ceph, since ceph builds are mostly available for a small set
of OS releases valid at the time, so if you are going to make a longer
project of moving several majors you might be looking at a few steps
of OS upgrades too just to have all the steps available at each point.
