It only depends on what versions are available for the OS you move to and from. As far as the service of ceph goes, it doesn't matter if you do OS or ceph first and the other one second, so you check the directories like https://download.ceph.com/debian-octopus/dists/ and https://download.ceph.com/debian-quincy/dists/ you can see which OS "versions" will have packages for you, but if you are going to do both OS and ceph upgrades, any order will work in my experience.
