Did you enable RHCS 9 repository before upgrading cephadm and cephadm-ansible as specified in the documentation [1]?
subscription-manager repos --enable=rhceph-7-tools-for-rhel-9-x86_64-rpms Were all hosts running up-to-date RHEL 9 when you ran the preflight playbook? I've been through the whole process which I can say works. Whatever the reason, cephadm-preflight.yaml is not the culprit as 'crun' should be updated as it's a podman dependency on enterpise linux.
