From Quincy on, LevelDB is not supported anymore:
LevelDB support has been removed. WITH_LEVELDB is no longer a
supported build option. Users should migrate their monitors and OSDs
to RocksDB before upgrading to Quincy.
You'll need to rebuild your MONs one after the other, there's no way
to migrate.
This would be an easy task with cephadm, just saying. ;-)

In the end, I've decided to do it manually. I know it's more
tedious, but I control every step I take. The migration between
Octopus and Pacific went without any problems. However, I now see
that the monitors, at least, are using leveldb:
