sorry for the late notice, but a data loss bug was reported against
rgw yesterday in https://tracker.ceph.com/issues/70746. we suspect the
regression came from https://github.com/ceph/ceph/pull/58213 whose
reef backport was included in 18.2.5 for
https://tracker.ceph.com/issues/67268

the fix in https://github.com/ceph/ceph/pull/62604 hasn't merged to
main yet, but initial testing looks promising

for 18.2.5, i think we have two choices:
- wait for https://github.com/ceph/ceph/pull/62604 and its reef backport, or
- revert the backport that caused the regression. if we revert, then
18.2.5 will continue to leak tail objects from server-side copies, but
at least it won't lose data
