What leads you to say that you can’t wipe the drive?

You don’t give us a lot of context re the state of the cluster and the drive 
right now.

* Does `ceph osd tree` show the defunct OSD
* Does `ceph auth ls`?
* What does `fdsik -l /dev/whatever` show?
