You should be able to increase the ports by setting the respective config option. Here's the get output from a Pacific cluster:

storage01:~ # ceph config get osd ms_bind_port_min
6800
storage01:~ # ceph config get osd ms_bind_port_max
7300

Changing the ports should be as simple as:

ceph config set global ms_bind_port_max {SOME_HIGHER_VALUE_THAN_DEFAULT}

I haven't used that in quite a while, so there might be some pitfalls I'm not aware of.
