Hi, as this seems to be an issue only in the specific environment, today i fixed the issue by stopping the remaining octopus mon. After stopping the octopus mon, the both pacific mon's were able to form a quorum. After a manual redeploy (with pacific) of the last octopus mon the issue was fixed and i could start the upgrade again for the other daemons on octopus (all osds and mds).

As there is no specific error I do not have any idea how to fix this behavior. As it breaks the work of the cluster itself I've masked the "defective" mon to not start.
