Sorry, I didn't realize the question was for S3 RGW interface. I haven't used RGW, but from what I can see from the documentation, you can create multiple zones and each zone can be configured with different pools. Checkout some documentation at https://docs.ceph.com/en/latest/radosgw/placement/ and other related docs.
