Leveldb is currently in epel-testing and should be moved to epel next week.  You can get the rest of the dependencies from https://copr.fedorainfracloud.org/coprs/ktdreyer/ceph-el8/  It works fine.  Hopefully, everything will make it into epel eventually but for now this is good enough for me.
