Totally, it has been taken way out of context and blown completely out of proportion. Cloud, is what is depicted as a cloud on the topology diagram. It is a black-box service where data is sent to it and returned from it without having to know how it's handled in between. It can be anything and everything. From communication services, to application services to gift wrapping. Problem is when your in a highly regulated environment, you definitely need to know how it's handled in between and that agencies are monitoring and assuring it's done properly. You also want to know that these clouds won't disappear overnight leaving you scratching your head.
