The way that I always do it is:

host foobar {
        hardware ethernet xx:xx:xx:xx:xx:xx;
        fixed-address hostname.domain.org;
}

and rely on the DNS to supply the fixed IP address. This works for Linux, 
Windows XP, Vista and 7, and OS X.
