I have seen this problem solved by just adding ide0-noprobe ideprobe=0 to the kernel line in the menu.lst of grub at least in in some model of HP desktops. adn a reboot of course. I have seen performance jump from 10MB/s to 50+MB/s in the hdparm -tT /dev/<devname> No bios changes/upgrades etc. YMMV..
