Create a directory, say myrepro:
mkdir -vp myrepro/i386
Put one or more rpms there:
cp foo-1.0.0-1.i386.rpm bar-1.2.3-99_el4.i386.rpm \
megasuper-kernel-2.6.25-686_el99.i686.rpm myrepro/i386
Then run createrepo:
createrepo myrepro/i386
Done.
'man createrepo' gives you what you need.
