Tried to install on a stream8 container and it seems to work ;

sudo dnf install tomcat-servlet-4.0-api
Last metadata expiration check: 0:01:26 ago on Sat Sep 30 17:32:34 2023.

But what I see in your output is this :
package tomcat-servlet-4.0-api-1:9.0.62-12.el8.noarch is filtered out by modular filtering

So it seems you don't use plain/vanilla yum/dnf config for your repositories or modules ?
